Superseded by #590 — TS 6.0 is a breaking release (types default now [], baseUrl deprecated, DOM lib changes), so the bump needs the accompanying migration. #590 includes this bump plus the fixes; CI failure analysis in that PR's description.

chore: migrate to TypeScript 6.0.3

Supersedes dependabot #569, which failed CI because TS 6.0 is a
breaking release. Migration:

- tsconfig: drop deprecated baseUrl (TS7 removal); make paths
  tsconfig-relative
- tsconfig: set types explicitly — TS 6.0 changed the default from
  'everything under node_modules/@types' to []. Globals-only packages
  (office-js Excel/Office namespaces, node process/globals for
  tests/vite config via the eslint projectService default project)
  must now be listed; module imports still resolve on their own
- add @types/node ^22 as a direct devDependency (matches CI node 22);
  it was previously only available transitively
- proxy-banner: TS6 DOM lib types 'hidden' as boolean | "until-found";
  coerce before classList.toggle

Verification: check (lint 0 errors, typecheck clean), build,
test:context 665, test:models 47, test:security 47, validate — all
green.
